Understanding the educational system and navigating services can be complex. We will help families get connected to a parent resource center in the area they live who can support them along their journey.

When families have a child (between three to twenty-two) with educational and developmental needs and/or with a disability, Family Empowerment Centers are a great source of information and support. Dedicated to serving regions across the state, these centers support families as they navigate the education and community systems and services related to their children and young adults with disabilities.

What information and support can I get from a Family Empowerment Center?


Family involvement in education is crucial. Parents are experts on their child's unique needs, providing invaluable insights to educators, which can lead to a more tailored educational plan, improved student outcomes, and a stronger partnership between home and school. When families and programs work together, the child's learning experience has increased possibilities.

Special Education Procedural Safeguards

The Special Education Procedural Safeguards describe your rights and your child's rights under the Individuals with Disabilities Education Act, Part B, and the California Education Code. They outline what the school can and cannot do when assessing your child and when providing special education services for your child.

Access additional resources, information, and support through website links, articles/publications, videos and action tools that relate to parents, guardians and families of children with disabilities such as special education supports and services, youth leadership and self advocacy, Alternative Dispute Resolution (ADR), family empowerment centers, and more.

This page will provide information, resources and support to parents, guardians and families of children with disabilities. The Constituent Office staff are available to take your call and help you with any questions you may have, or refer you to appropriate department level staff, if necessary.
