Description: Rowell Family Empowerment of Northern California, Inc. (Rowell) is a parent-founded and parent-run organization specifically funded to provide support, training, and parent consultation services to families with children with disabilities ages birth – 22 within our 6 county catchment area. We provide guidance to families who may not be familiar with the special education system and other systems that serve them.
Additional Affiliations: We are an Early Start Resource Center as well as Community Navigators, thus serve the lifespan in 9 counties (Shasta, Trinity, Siskiyou, Tehama, Glenn, Butte, Plumas, Lassen, Modoc).

Family Empowerment Centers (FECs) provide training and information to families of children and young adults with disabilities, between the ages of 3 and 22 in California. These nonprofit organizations offer specialized training, peer-to-peer support, information and referral services. They assist parents to better understand their child’s educational and developmental needs, effectively communicate with service providers, serve as a resource for the IEP process, participate in school reform and improvement activities, promote alternative dispute resolution, and support positive relationships between parents and professionals. Services available through each FEC vary based on the needs of the community.
